Charles Clem -
Executive Vice President & Chief Information Officer
With more than 40 years of experience in information technology management, as well as information systems development, large system transitions, data center administration, national systems maintenance, and business process reengineering, Mr. Clem has a broad background in healthcare systems administration and operations. His 29 years of working in government programs include 22 years of Medicare Operations management expertise. He has executive responsibility for Pinnacle’s information technology operations and leads the research into system innovations. Mr. Clem is the executive in charge of the Fiscal Intermediary Shared System (FISS), transition of the Arkansas Medicare Data Center to the new EDC environment, and business development activities. Mr. Clem is instrumental in expanding PBSI’s role to build the government consulting practice by securing new business through the development of POWER, and supporting CMS’ Enterprise Data Centers. Under Mr. Clem’s leadership, PBSI retained its FISS contract in 2005. He was the Executive Sponsor for CMMI Level 2 and 3 Certification, and served as Co-executive sponsor for the ISO 9001:2000 registration for Medicare Operations.
Regina Favors - Executive Vice President & Chief Operating Officer
Ms. Favors has 39 years of government healthcare experience at ABCBS/PBSI, including 31 years in management. Ms. Favors is a business leader with expertise in Medicare, Medicaid, and Private Health Insurance. Her current responsibilities include executive oversight for Medicare Part A Fee For Service (FFS) Contractor for Arkansas and Rhode Island; Medicare Part B Fee For Service (FFS) Contractor for Arkansas, Louisiana,
eastern Missouri, and Rhode Island. Under her leadership, PBSI achieved ISO 9001:2000 registration for its Medicare Operations in 2006. Ms. Favors received her B.S. from Arkansas Baptist College and her M.Ed. from Ouachita Baptist University. In addition, Ms. Favors completed the Executive Program from Duke University. She currently serves on the boards of Arkansas Baptist College, Arkansas Lung Association, the University of Arkansas at Pine Bluff Development Council, Arkansas Foundation for Sickle Cell Support, and is a member of Executive Women International.
Theresa Milligan -
Chief Internal Control & Security Officer
Ms. Milligan offers more than 40 years of experience in both Part A and Part B Medicare operations support. She has a broad background in business, management and communications, which has given her a strategic understanding of all aspects of Medicare operations. She has an extensive background in beneficiary outreach. As the Chief Internal Controls and Security Officer she is responsible for coordination with CMS, monitoring of PBSI internal controls, PBSI physical and information security, monitoring of the administration of the Medicare program, coordination of facilities, and internal and external communications. Ms. Milligan attended Draughn's School of Business and has her CHC (Certified in Healthcare Compliance) from the national Health Care Compliance Board. Prior to her current position, Ms. Milligan served in various management positions for ABCBS’s Public Programs unit.
James (Dan) Bloodworth -
Chief Financal Officer
Mr. Bloodworth has over 22 combined years of financial expertise in private and public sector health care programs for Pinnacle Business Solutions, Inc. and Arkansas Blue Cross and Blue Shield. He has a background in financial oversight for Medicare Operations and provides financial forecasts and strategic planning for an annual budget that exceeds $100 Million. As the Chief Financial Officer, Mr. Bloodworth is responsible for providing executive oversight for all aspects of PBSI financial management functions. Mr. Bloodworth interacts with PBSI's Board of Directors, President and CEO and senior leadership group and acts as liaison with CMS regarding financial matters. Mr. Bloodworth certifies and submits quarterly financial statements to CMS along with the annual Certification Package of Internal Controls (CPIC).
Prior to his promotion to Senior Vice President and Chief Financial Officer, Mr. Bloodworth served in several senior accounting, auditing and financial management roles at Arkansas Blue Cross and Blue Shield. Mr. Bloodworth received his B.A. in Accounting from the University of Central Arkansas in Conway.
Janie Fenton -
Chief Legal Officer
As Chief Legal Officer, Ms. Fenton brings 23 years of legal experience to PBSI. She created and administered the new legal department when PBSI became a wholly owned subsidiary of Arkansas Blue Cross and Blue Shield. Her responsibilities include advising the company on all matters regarding contractual and regulatory obligations, employment matters, and business related issues. She reviews and prepares contracts, and interfaces with CMS, OIG, DOJ and other government and private agencies, as necessary. Prior to joining PBSI, Ms. Fenton was formerly a Director with Cross, Gunter, Witherspoon & Galchus, P.C. and has practiced extensively in the areas of health and corporate law. While in private practice, she represented a variety of health care providers in many capacities, including regulatory, compliance, corporate, and litigation matters. Ms. Fenton graduated, cum laude, with her B.S. from the University of Arkansas at Little Rock. She received her J.D. from University of Arkansas at Little Rock Law School with high honors. While attending law school, Ms. Fenton was Associate Notes Editor and Managing Editor of the UALR Law Journal. She was elected Outstanding Woman Law Student by the American Association of Women Lawyers. Ms. Fenton serves on the Board of Directors of Professional Counseling Associates and the volunteer organization for Center for Arkansas Legal Services. She also is a frequent speaker on health law and related issues. Ms. Fenton is a member of the American Bar Association and a member of the Arkansas Bar Association, where she is licensed to practice in all Arkansas state and federal courts and in the Eighth Circuit Court of Appeals.
Charlene Kane -
Chief Compliance Officer
Charlene Kane has served as the Chief Compliance Officer for PBSI since 2004, with four years of prior experience as Legal Counsel/Director of Risk Management for Baptist Health Medical Center. Ms. Kane is currently accountable for all aspects of compliance of government contracts including Code of Ethics and Compliance, Risk Assessment and Reporting, and developing and implementing a secure compliance program for logging compliance issue reports. Ms. Kane’s experience also includes broad-based compliance education and training at the provider and staff levels. She is responsible for understanding and interpreting all applicable laws, regulations and contract requirements related to the compliance environment. Ms. Kane graduated from the University of Arkansas at Fayetteville and then obtained her Juris Doctorate from the University of Arkansas School-of -Law at Little Rock in 1981. In March 2007, she earned the “CHC” designation, Certified in Healthcare Compliance from HCCA. Ms. Kane has continuously practiced law in Arkansas until joining PBSI. She is still an active member of the following organizations and associations: Arkansas Bar Association; the Ethics Officer Association; Society of Corporate Compliance & Ethics; Health Care Compliance Association; and Health Ethics Trust/Council of Ethical Organizations.
PBSI Board of Directors
Pinnacle Business Solutions, Inc., a corporation of Arkansas Blue Cross and Blue Shield formed to administer its Public Programs operations that support Medicare-related contracts, has named its Board of Directors. Members of the new Pinnacle Board of Directors are:
- Sharon K. Allen. Ms. Allen is the past President and Chief Operating Officer of Arkansas Blue Cross and Blue Shield. She joined Arkansas Blue Cross in 1968 as a Medicare “B” claims clerk. Ms. Allen has held several managerial positions in the Medicare divisions and currently is a member of the Board of Directors of USAble Life; USAble Corporation; Advanced Health Information Network, LLC; and HMO Partners, Inc.
- Carolyn Blakely, Ph.D.. Dr. Blakely is the Dean of the Honors College at the University of Arkansas at Pine Bluff. Dr Blakely received her Bachelor’s Degree in English from Arkansas Agriculture, Mechanical and Normal College (now the University of Arkansas at Pine Bluff/UAPB), her Master’s Degree in English from Atlanta University, and her Ph.D. in English from Oklahoma State University. She has served as Interim Chancellor, Interim Vice Chancellor for Academic Affairs, and Chairperson of the Department of English, Theater, and Mass Communications at UAPB. Dr Blakely has served on the Arkansas Blue Cross board since 1998, where she serves on its Nominating, Compensation and Corporate Governance Committee and Investment Committee.
- Dorris Robinson-Gardner, Ed.D.. Dr. Gardner serves as the Dean of the Division of Graduate Studies at Jackson State University, Jackson, Mississippi. She has been appointed to a number of administrative and academic positions for the State of Arkansas including Coordinator of Academic Programs with the Arkansas Department of Higher Education, Coordinator of Graduate Programs/Associate Dean for Academic Studies at UAPB, and former Fulbright Scholar. Dr. Gardner received her Bachelor’s Degree from Arkansas Baptist College, her Master’s Degree from Ouachita Baptist University and her doctorate from the University of Arkansas, Fayetteville. She is a member of the Board of Trustees of Arkansas Baptist College, President of Council of Historically Black Graduate Schools, and a member of the Mississippi Women in Higher Education.
- Robert Flack. Mr. Flack is the managing director of Business Development Services, an international consulting firm specializing in food and hospitality franchise development. Flack attended Hamilton College and Syracuse University College of Law. Much of his career has been in senior executive positions for food service and franchise industries (COO of Pizza Inn, President/CEO of El Chico, and President/CEO of Sonic Industries). He retired in October 2003 as chairman and CEO of a bank holding company. He is currently an advisory director to the Hotel-Restaurant Management School of Oklahoma State University, as well as a member of the Boards of Directors of several privately and publicly held companies.
- Jeffery T. Leber. Mr. Leber serves as the Chief Financial Officer of Blue Cross & Blue Shield of Mississippi. He joined Blue Cross & Blue Shield of Mississippi in April of 1985. Mr. Leber holds a Bachelors’ Degree in Accounting from Mississippi State University and obtained his CPA in 1987. He is a member of the Mississippi State Society of Certified Public Accountants and American Institute of Certified Public Accountants. Mr. Leber serves on the board and as Treasurer of the Blue Cross & Blue Shield of Mississippi Foundation, a charitable corporation, which was founded in late 2003.
- Charles O. Stewart.. Mr. Stewart is the Senior Vice President and Corporate Director of Community Development for Regions Financial Corporation. Stewart has been appointed to numerous boards including the Federal Small Business Advisory Council, Arkansas IOLTA Foundation, Arkansas Repertory Theatre, Advisory Board of the National Institute of Health, Arkansas Industrial Development Commission, Heifer International, Philander Smith College, National Conference for Community and Justice, and the Governor’s Blue Ribbon Committee on Higher Education. Stewart is the founder and chairman of the Arkansas Black Hall of Fame. Stewart received his Bachelor’s Degree from UALR and is a graduate of the Louisiana State University Graduate School of Banking in Baton Rouge, Louisiana.
- P. Mark White. Mr. White is the Executive Vice President and Chief Financial Officer (CEO Elect) of Arkansas Blue Cross and Blue Shield. Mr. White serves as President and Chief Executive Officer of USAble Corporation, a wholly owned subsidiary of Arkansas Blue Cross. He also serves on the boards of USAble Corporation, USAble Life, HMO Partners, BAPTIST HEALTH Foundation, the Little Rock Club, and Life and Specialty Ventures, Inc. He received his Bachelor’s Degree from Hendrix College in Conway, Arkansas.
- Rose Crum-Johnson. Mrs. Crum-Johnson is a retired Federal government senior executive with extensive experience in delivering the nation’s most important health care programs (Social Security, Medicare, Medicaid, and the State Children’s Health Insurance Program).
Mrs. Crum-Johnson pioneered new approaches to service delivery and management oversight. She has a proven record of innovation in implementing new initiatives. Mrs. Crum-Johnson has demonstrated expertise in crisis management and disaster recovery. Mrs. Crum-Johnson has been recognized as a national leader and proven in both Federal and State efforts to control fraud and abuse in the Medicare and Medicaid programs. She received a Bachelor of Science degree from Alabama A&M University and is a Fellow at the National Academy of Social Insurance.
