PBSI Board of Directors

Members of the Pinnacle Board of Directors are:

  • Sharon K. Allen. Ms. Allen is the past President and Chief Operating Officer of Arkansas Blue Cross and Blue Shield. She joined Arkansas Blue Cross in 1968 as a Medicare "B" claims clerk. Ms. Allen has held several managerial positions in the Medicare divisions. She is currently a member of the Board of Directors of Advanced Health Information Network, LLC; HMO Partners, Inc.; Arkansas Community Foundation; and numerous other foundations and boards.
     
  • Carolyn Blakely, Ph.D. Dr. Blakely is the Dean of the Honors College at the University of Arkansas at Pine Bluff. Dr Blakely received her Bachelor’s Degree in English from Arkansas Agriculture, Mechanical and Normal College (now the University of Arkansas at Pine Bluff/UAPB), her Master’s Degree in English from Atlanta University, and her Ph.D. in English from Oklahoma State University. She has served as Interim Chancellor, Interim Vice Chancellor for Academic Affairs, and Chairperson of the Department of English, Theater, and Mass Communications at UAPB. Dr Blakely has served on the Arkansas Blue Cross board since 1998, where she currently serves on its Nominating, Compensation and Corporate Governance Committee, and is Chair of the Compliance Committee. She is also a member of the Blue & You Foundation Board for Arkansas Blue Cross and Blue Shield.
     
  • Rose Crum-Johnson. Mrs. Crum-Johnson is a retired Federal government senior executive with extensive experience in managing Medicare contractors and in delivering the nation’s most important health care programs (Social Security, Medicare, Medicaid, and the State Children’s Health Insurance Program). Mrs. Crum-Johnson pioneered new approaches to service delivery and management oversight. She has a proven record of innovation in implementing new initiatives. Mrs. Crum-Johnson has demonstrated expertise in crisis management and disaster recovery. Mrs. Crum-Johnson has been recognized as a national leader with proven expertise in both Federal and State efforts to control fraud and abuse in the Medicare and Medicaid programs. She received a Bachelor of Science degree from Alabama A&M University and is a Fellow at the National Academy of Social Insurance.
     
  • Robert P. Flack. Mr. Flack is the managing director of Business Development Services, an international consulting firm specializing in food and hospitality franchise development. Flack attended Hamilton College and Syracuse University College of Law. Much of his career has been in senior executive positions for food service and franchise industries (COO of Pizza Inn, President/CEO of El Chico, and President/CEO of Sonic Industries). He retired in October 2003 as chairman and CEO of a bank holding company. He is currently on the International Board of Olympus Capital Holdings, Asia (Hong Kong), as well as a member of B & P Consulting, LLC. He is also on the Boards of Directors of several privately and publicly held companies.
     
  • Jeffery T. Leber. Mr. Leber serves as the Chief Financial Officer of Blue Cross & Blue Shield of Mississippi. He joined Blue Cross & Blue Shield of Mississippi in April of 1985. Mr. Leber holds a Bachelor’s Degree in Accounting from Mississippi State University and obtained his CPA in 1987. He is a member of the Mississippi State Society of Certified Public Accountants and American Institute of Certified Public Accountants. Mr. Leber serves on the board and as President of the Blue Cross & Blue Shield of Mississippi Foundation, a charitable corporation, which was founded in late 2003.
     
  • Dorris Robinson-Gardner, Ed.D. Dr. Gardner serves as the Dean of the Division of Graduate Studies at Jackson State University, Jackson, Mississippi. She has been appointed to a number of administrative and academic positions for the State of Arkansas including Coordinator of Academic Programs with the Arkansas Department of Higher Education, Coordinator of Graduate Programs/Associate Dean for Academic Studies at UAPB, and former Fulbright Scholar. Dr. Gardner received her Bachelor’s Degree from Arkansas Baptist College, her Master’s Degree from Ouachita Baptist University and her doctorate from the University of Arkansas, Fayetteville. She is a member of the Board of Trustees of Arkansas Baptist College, President of Council of Historically Black Graduate Schools, and a member of the Mississippi Women in Higher Education.
     
  • Charles O. Stewart. Mr. Stewart is the Immediate Past Chief Executive Officer for Heifer International and Retired Executive Vice President of Regions Financial Corporation. Stewart is Founder and Chairman of the Arkansas Black Hall of Fame and Chairman and Founding Director of Little Rock Preparatory Academy. Stewart has been appointed to numerous boards at the state and national level, including the Health Policy Board of the Arkansas Center for Health Improvement, the Legislative taskforce for Traumatic Brain Injury. Stewart formerly served on the Advisory Board of the National Institutes of Health, Arkansas Industrial Development Commission, and the Arkansas State Police Commission. Stewart recently received the Calvin King Economic Development Award from the Arkansas Democratic Black Caucus. He received his BA Degree from the University of Arkansas at Little Rock, and is a graduate of the Louisiana State University Graduate School of Banking at Baton Rouge, Louisiana.
     
  • P. Mark White, President and Chief Executive Officer, Arkansas Blue Cross and Blue Shield Mark White, as president and chief executive officer, oversees the enterprise’s mission and leads the development of strategic relationships to advance the company. He began his career with Arkansas Blue Cross and Blue Shield in 1970 as a staff accountant and worked in several roles within the Provider Audit and Finance areas before being named manager of Provider Reimbursement. White left the Plan for a short time and returned in 1984 as controller of the Life Insurance Company of Arkansas, currently known as USAble Life. In 1986, he assumed the duties of vice president of Finance for the Plan, was later promoted to senior vice president of Finance, and subsequently promoted to executive vice president, chief financial officer and treasurer. In 1993, he was named president and chief executive officer of USAble Corporation. White became president of Arkansas Blue Cross in January of 2009. He is the former chairman of the Arkansas Life & Disability Insurance Guaranty Association and the former vice chairman of the Arkansas Comprehensive Health Insurance Pool. White serves on the Boards of Arkansas Blue Cross and Blue Shield, USAble Corporation, HMO Partners, Pinnacle Business Solutions, Inc., Blue Cross and Blue Shield Association, Arkansas Symphony Orchestra, and Fifty for the Future.
